Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. In the light of these activities, the NCI Academy is looking to outsource the delivery of Joint targeting system /FAST Data manger training, JTA/FAST combined user training and Joint targeting system user training, as well as the development of maintenance updates of the training materials. The contractor shall make available personnel capable of providing the services specified in this Statement of Work (SoW). The intent is to obtain the services of an expert who can deliver training and update training materials relevant for the courses mentioned above.
The work shall involve training delivery to customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partners-for-Peace units and shall be conducted at the NCI Academy in Oeiras, as well as mobile training team (MTT) in any of the NATO or National locations listed in Annex A.
Role Duties and Responsibilities
- Classroom environment is fully prepared when students arrive and there shall be no delay in starting the training iteration
- The course iteration shall complete on the scheduled date and time of completion (according to the lesson plan)
- All of the learning and performance objectives shall be covered
- At least 90% of students annually have achieved all course objectives (formative and summative assessment)
- Over 80% of the students are confident that the course learning objectives have been met well enough or completely as determined by student satisfaction surveys administered anonymously by the NCI Academy
- An average score of at least 4 out of 5 for customer satisfaction Instructional Delivery
- Value added recommendations for continuous improvement of the course
Essential Skills, Experience and Certifications
- The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract
- Fluent in English and must be able to read and write technical and user documentation.
- Advanced knowledge of JTS, FAST System combined with in-depth experience of course delivery towards user and operators of the system mentioned.
- Deep knowledge and experience of NATO's doctrine and standards relevant to Common Operations
- NATO CIS Technical Instructor or equivalent qualification preferred.
- Knowledge and experience with NATO Command Structure and NATO Force Structure
- Experience with development of technical documentation, training materials and instructional aids
- Experience working in an International environment with Military and Civilian elements.
Desirable Skills, Experience and Certifications
- Knowledge and experience with NCI Agency
- Knowledge of ICC
- Knowledge and experience with the NCI Academy
- NATO CIS technical Course Developer or equivalent qualification.
- Knowledge of and experience with other existing NATO C2 and Functional Services (MCCIS, LC2IS, INTEL FS, etc.)
- Operational experience to perspective the user courses to real world scenario.
Language
- Level 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking (2); Reading (3); and Writing (2) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level)
Specific Working Conditions
- Due to the multinational aspect of NATO, part of the services in this SoW shall be delivered during national public holidays at the respective locations of performance.
